Alatau City Authority and Prosecutor’s Offices Strengthen Cooperation to Protect Investors’ Rights

Mechanisms for supporting investment projects and protecting businesses are being expanded in Alatau City. Alatau City Authority, the Special Management Organisation, the Service for the Protection of Public Interests of the Prosecutor General’s Office of the Republic of Kazakhstan, the Investor Rights Protection Committee of the Prosecutor General’s Office and the Prosecutor’s Office of Almaty Region have signed a Memorandum of Cooperation. The document provides for joint work on investors’ requests, prevention of administrative barriers and prompt resolution of emerging issues.

The Memorandum sets out the key areas of cooperation between the parties in the implementation of investment projects in Alatau City. Particular attention will be paid to protecting the legitimate interests of investors, identifying potential issues at an early stage and coordinating the work of government authorities.

This work is of particular importance for the city given its growing investment portfolio. Alatau City’s current project pipeline comprises 67 projects with a total investment value of approximately USD 6.9 billion. Their implementation is expected to create around 55,000 jobs.

According to Bauyrzhan Yeraly, Chairman of the Investor Rights Protection Committee of the Prosecutor General’s Office, the implementation of such ambitious plans requires effective mechanisms for protecting businesses and strengthening investor confidence.

“Behind the large investment figures are individual investors, their capital and their confidence in Kazakhstan. Therefore, our task is not only to respond to problems that have already arisen, but also to prevent them at an early stage of project implementation. Today’s Memorandum brings together the capabilities of Alatau City Authority and the prosecutor’s offices to resolve business-related issues more promptly and strengthen investor protection directly at project sites,” said Bauyrzhan Yeraly.

During the meeting, he outlined the key tools used by the Committee to protect investors. These include digital monitoring of investment projects, the institution of a personal prosecutor, prosecutorial review and pre-trial dispute resolution.

The Committee currently supports 3,400 investment projects across Kazakhstan. Its work is aimed at protecting investors’ rights and assisting in the removal of administrative barriers arising during project implementation.

Alisher Abdykadyrov, Chief Executive Officer of Alatau City Authority, noted that alongside attracting investment, it is important to provide businesses with transparent and predictable conditions for long-term operations in the city.

“Creating a favourable investment climate requires not only economic potential, but also clear and transparent mechanisms for protecting investors’ rights. Our task is to ensure systematic support for investment projects, timely consideration of emerging issues and the reduction of administrative barriers. The signed Memorandum will strengthen cooperation between Alatau City Authority and the prosecutor’s offices and establish additional mechanisms to protect the legitimate rights and interests of investors,” said Alisher Abdykadyrov.

The new agreement will serve as a basis for closer coordination between Alatau City Authority and the prosecutor’s offices. This will enable a systematic approach to supporting investment projects and strengthen guarantees for the protection of businesses in Alatau City.
