Alatau City expands its technological and financial partnerships at AI & Digital Bridge 2026

At the international AI & Digital Bridge 2026 forum in Astana (1–3 October), the Alatau City Authority signed five memoranda of cooperation: with the Kazakhstan Stock Exchange (KASE), Huawei Technologies Kazakhstan, Binance Kazakhstan, Bybit Kazakhstan and the Development Bank of Kazakhstan. The agreements cover digital financial infrastructure, Smart City technologies, artificial intelligence, cloud solutions and more. The plan is to integrate digital technologies and modern financial tools into the city's infrastructure, management system and services right from the outset.

New sources of capital for urban projects

The city will work with KASE to develop its digital financial infrastructure. A key area of cooperation is the development of the concept for Alatau Token Exchange by KASE, a platform for the issuance, circulation and trading of tokenized assets. Tokenization involves the issuance of digital tokens that certify rights to a real-world asset, such as a real estate asset or a share in it. The platform is designed to cover the entire lifecycle of an asset: from tokenization to circulation and settlement.

Property and infrastructure assets have the potential to form the basis for digital investment instruments, while the city will gain another means of attracting capital for infrastructure and commercial projects.

The Alatau City Authority and KASE will also develop digital financial assets and multi-currency settlement instruments based on the tenge and foreign currencies. This has the potential to simplify dealings with Kazakhstani and foreign investors.

Smart City and digital infrastructure

The memorandum with Huawei Technologies Kazakhstan covers Smart City technologies, artificial intelligence, cloud solutions, data centers and digital platforms.

The urban environment of Alatau City is still taking shape, so the plan is to integrate digital solutions into the infrastructure and services right from the start. Artificial intelligence, cloud technologies and data management have the potential to improve the efficiency of urban management, while businesses will benefit from a modern technological environment.

Tokenization, digital payments and international settlements

Two further memoranda have been signed with Binance Kazakhstan and Bybit Kazakhstan.

Binance Kazakhstan will work with the city on the tokenization of real assets, with a view to potentially attracting additional investment into the city's projects.

The memorandum with Bybit Kazakhstan covers tokenization, digital payments, cross-border transfers and settlements. It aims to simplify payments and international settlements for businesses, investors and, potentially, the city's residents.

Financing infrastructure and investment projects

The Development Bank of Kazakhstan and the Alatau City Authority will collaborate on implementing the city's investment and infrastructure projects and attracting investment.

The city's investment portfolio currently comprises 67 projects with a total value of approximately $6.9 billion. Their implementation is expected to create around 55,000 jobs, as well as new infrastructure and enterprises. The bank's involvement should strengthen the financial base of these projects.

A unified development ecosystem

The memoranda cover various sectors but are aimed at a single objective: Alatau City is being developed with both a digital and a financial foundation from the outset. Financial instruments are designed to attract capital to the city's projects, digital infrastructure to determine how city services and governance will operate, and payment solutions to simplify settlements for businesses and investors. The results could potentially become evident in the city's everyday life: new infrastructure, jobs, digital services and more payment options. For investors and businesses, this environment should provide clear ways to participate in Alatau City's projects.
