The Head of State Signs Constitutional Law on the City of Alatau

On May 8, 2026, President Kassym-Jomart Tokayev signed the Constitutional Law of the Republic of Kazakhstan “On the Special Legal Regime of the City of Alatau.”
The primary objective of the law is to establish a self-sustaining ecosystem that will provide a favorable environment for business, investment attraction, and economic growth. To achieve this, a new model of public administration has been introduced for the city, covering areas such as entrepreneurship, customs regulation, digital assets, gaming activities, the financial sector, architecture, environmental policy, culture, and sports.
The law also introduces the status of “Alatau Resident.” This status will be granted by the city administration to individuals and legal entities under several categories, with the scope of benefits, as well as the rights and obligations of residents, determined accordingly.
The city’s long-term development framework will be based on three key documents: a long-term development plan, a master plan, and the Alatau Development Strategy.
In the field of digitalization, the law provides for the creation of a unified urban management platform integrating infrastructure data and public safety systems.
In addition, the document regulates the investment climate and investor protections, fiscal and budgetary policy, land relations, and urban design.
