Alatau City Authority and Baiterek Holding Expand Cooperation on Investment Projects

During the meeting, Alisher Abdykadyrov presented the development vision for Alatau City, which is being implemented under the Constitutional Law of the Republic of Kazakhstan “On the Special Legal Regime of Alatau City.” He emphasized that the Special Legal Regime introduces modern investment facilitation mechanisms based on a one-stop-shop approach, alongside preferential tax and regulatory regimes and internationally recognized safeguards for the protection of investments.Particular attention was given to the participation of Baiterek Holding’s development institutions in financing projects within Alatau City.

The discussion focused on the potential application of existing financial instruments to support projects in manufacturing, logistics, the digital economy, urban infrastructure, innovation, and high technology. The parties also reviewed Alatau City’s key development priorities, including the integration of artificial intelligence technologies, the expansion of digital infrastructure, and the creation of a favorable environment for high-tech businesses.

To date, Alatau City has established an investment portfolio comprising 53 projects with a combined value exceeding KZT 2 trillion, with the potential to create more than 51,000 jobs. Following the successful international roadshow in China, Alatau City expects its investment portfolio to grow to KZT 5 trillion. The parties also discussed opportunities to finance four priority projects with a combined value of KZT 138.6 billion through the financial instruments offered by Baiterek Holding’s development institutions.

Following the meeting, Alatau City Authority and Baiterek Holding signed a Cooperation Agreement establishing a framework for long-term partnership in attracting investment, providing financial support for investment projects, and jointly implementing initiatives aimed at the sustainable development of Alatau City.
