Kazakhstan`s President Sets Out Roadmap for Alatau City Development

The Head of State emphasized that Alatau City is designed to become Kazakhstan`s new for business and innovation. The project has already entered its practical phase: the master plan is complete, and key infrastructure networks are in place.
Special Status and Legal Framework
The President announced a clear timeline: within 10 days, a draft decree will be prepared to grant Alatau City special status under direct government supervision. Within six months, a dedicated law will be adopted to establish the city`s governance model, financial framework and other core regulations.
“Let me stress: a special legal status is not a privilege, but a necessary instrument - without it, all the plans risk remaining only on paper”, Tokayev said.
Global Partnership and Private Investment
Tokayev highlighted that during his recent visit to China, Kazakhstan signed multibillion-dollar agreements with leading global corporations. This strong interest underscores Alatau City`s investment appeal. Importantly, the project is being built entirely with private capital, with early partners including Surbana Jurong, KPMG Korea and Alatau City Bank. Steady interest is also coming from investors in South Korea, Singapore and the United States.
First Fully Digital City in Central Asia
Alatau City is set to become Central Asia`s first fully digital city-integrating smart-city technologies, advanced infrastructure management and even cryptocurrency based payments.
Envisioned as a symbol of Kazakhstan`s future, Alatau City aims to merge innovation, investment and a comfortable living environment. As Tokayev`s noted, it will embody a forward-looking Kazakhstan, open to new ideas and global collaboration.

In his Address, Tokayev also highlighted broader national priorities: attracting investment, advancing digitalization and fostering tech entrepreneurship. These priorities will be embedded into Alatau City, positioning it as a platform for modern infrastructure and new economic opportunities.
