KZT 10.4 Trillion in Investments: Prime Minister Assesses the Pace of Alatau City’s Development

Large-Scale Infrastructure Modernization
The Prime Minister was briefed on the progress of urban planning and the status of investment projects by Bauyrzhan Omarbekov, Vice Minister of National Economy, and Rustam Issatayev, Deputy Akim of Almaty Region. A separate focus of the discussion was ensuring a reliable electricity supply for the uninterrupted operation of future industrial facilities in the region.
According to the data presented, the preparatory phase has been completed: the Alatau City Master Plan has been updated, detailed planning projects approved, and engineering network schemes finalized.
Further development of the city is governed by a special Roadmap.
Its first phase (2026-2027) includes the implementation of 21 projects with a total value of KZT 365.1 billion. During this period, existing facilities will be upgraded and new essential infrastructure constructed, including substations, a water intake facility, and gas pipelines.
The second phase (2028-2030) covers nine large-scale projects with a total budget of KZT 312.5 billion. These include the construction of two additional substations, a gas pipeline with an automated distribution station, wastewater treatment facilities, and the development of 49 kilometers of road infrastructure.

Investment Portfolio of KZT 10.4 Trillion
Alatau City is emerging as a powerful magnet for business.
A portfolio of infrastructure projects with a total investment volume of KZT 10.4 trillion through 2050 has already been formed. Of this amount, KZT 3.1 trillion is planned for implementation by 2030. A significant share of the funding will be secured through private capital and EPC contracts.
The scale of investment activity is particularly notable. To date, 32 projects with a combined value of KZT 1.5 trillion have been identified, 20 of which are currently in active implementation:

The implementation of these projects is expected to attract approximately KZT 1.2 trillion in investments and create more than 22,000 jobs.

Global Brands in Alatau City
During the visit, particular attention was given to projects being implemented by global corporations. Olzhas Bektenov reviewed the progress of preparations for the launch of the PepsiCo Central Asia plant - a large-scale project with USD 360 million in investments, aimed at introducing advanced agricultural processing technologies and creating up to 900 jobs.
The Prime Minister also visited the site of the future Mars Petcare Kazakhstan plant. Construction of the pet food manufacturing facility is scheduled to begin in mid-2026, marking an important step toward the localization of international brand production in the region.
Architecture by Global Leaders: Iconic Towers
One of the signature landmarks of the new city will be the Iconic Towers mixed-use complex. The construction agreement was signed during the official visit of the Head of State to the People’s Republic of China, with total project investments exceeding USD 800 million.
The architectural concept is being developed by the globally renowned U.S. firm Skidmore, Owings & Merrill (SOM). With a total gross floor area of 276,800 square meters, the complex will feature two high-rise towers, state-of-the-art business centers, a hotel, residential apartments, and retail space.
Construction is scheduled to begin in May 2026, with completion of the landmark project expected by the end of 2029.
