Level Up Showcases the Digital Infrastructure of Alatau City at GITEX — A System Where Deals and Projects Move Faster
Level Up is an operating system for the city, where people, projects, and capital connect directly — without long approval chains or fragmented data. Today, in many cities, deals still rely on personal connections, pilots take months to launch, and information remains scattered. Level Up brings these processes into a unified environment, where everything happens faster and with greater transparency.
At the exhibition, the team showcased three core components of the platform:
· Digital ID — a unified participant profile across the ecosystem
· City Feed and Growth Community — real-time projects and opportunities
· Marketplace — a space for investments, pilots, and partnerships
Alatau City is one of the few projects in the region where digital infrastructure is being developed alongside the physical city. With a projected population of over 2 million residents and approximately $20 billion in investment, the city is being designed with digital integration at its core. Within this model, Level Up acts as the foundational IT layer through which data and transactions flow, teams are formed, and projects are launched.
“Cities of the future will compete not by infrastructure alone, but by the speed at which things get done. But speed without security is risk, and security without speed is stagnation. Level Up is built so businesses don’t have to choose between the two. Grow fast. Go safe,” said Shamil Akhmedov, CEO of Level Up.
The platform is built on a “first-mover advantage” principle. At the initial stage, the ecosystem brings together participants already involved in the city’s development, along with startups, investors, and early residents solving real-world challenges — from pilot projects to transactions. As participation grows, network effects strengthen: the platform becomes more valuable, enabling new projects and partnerships.
The immediate goal following GITEX is to form the core of the ecosystem and onboard the first 1,000 residents and partners, who will lay the foundation for the network.
Level Up Roadmap
The platform evolves in line with the development of digital ecosystems, where each stage addresses a specific need, and Digital ID remains a core element throughout.
2026 — Environment. Launch of the foundational layer: Digital ID, a live city feed (projects, construction, requests, regulations, and a city knowledge base), and an opportunity board with pilots and tenders. Focus: onboarding and growth of the initial user base.
2027 — Transactions. Development of a deal marketplace, escrow services, secure transactions, and smart contracts. Introduction of next-generation Digital ID with validation and reputation scoring. The platform becomes a place where deals are not only discovered, but executed.
2028 — Recommendations. Launch of a mini-app marketplace within the ecosystem, AI-driven opportunity recommendations, and automated matching of teams, investors, and contractors. Digital ID evolves to include transaction history and reputation signals.
2029–2034 — Global Platform. Expansion into a multi-city economy, global project marketplace, and export of the model to other cities. Development of a global mentor network and a data economy with access to city-level data. Digital ID becomes a globally recognized startup passport.
Level Up is designed as an open infrastructure. Entrepreneurs, traditional businesses, IT companies, developers, and technology partners are invited to join the ecosystem — not as vendors, but as co-creators.
